Online Bill Pay

Setting up an online account is a breeze. Follow these steps:

1. Visit www.troyal.gov and click on “Online Payments” under “Quick Links” or click here.
2. Under “Available Services,” select “Utility Billing.”
3. Create an account by clicking “Register” under “Login to Account Management.” Enter your email address, name, and create a password. An activation link will be sent to your email.
4. Click on the link in the email to activate your membership.
5. Enter your email address and password to log in.
6. Select “Add an Account” and enter your account number (including dashes) and the last payment amount. If this is your first bill, enter your connection fee ($15.00 or $20.00).
7. You’re all set! You can now manage and pay your Troy utility bill online.

Automatic Bank Draft

Automatic Draft is a free and convenient way to pay your bill automatically each month. No more writing checks! Funds will be electronically debited from your bank account. Download the Automatic Bank Draft Authorization Form or access the online form.

Levelized Billing

Levelized Billing is a free program that prevents drastic fluctuations in your monthly utility bills. It calculates a rolling average of your utility usage over the past 12 months. This way, your bill amount will change gradually from month to month.

To be eligible for Levelized Billing, you must:

• Be a customer for at least 12 months at the same service location.
• Have a zero balance at the time of enrollment.
• Have an acceptable payment history (no returned checks, disconnects for non-payment, or more than two late payments within the last twelve months).
